Deficiency

A compliance failure creating an obligation on the owner to rectify. The 2019 edition of S536 distinguishes **Deficiency**, **Recommendation** and **Remark** as three separate terms, and Ontario's 2026 changes require deficiencies to be documented separately from general notes.
