Which Edition of the Standard Actually Applies to Your Job?
The newest published standard is almost never the one you build to. CAN/ULC 524:2024 — the 8th edition of the installation standard — was published in December 2024. The codes in force across Canada still reference the 2019 editions, and Ontario only reached the 2019 editions of S536 and S537 on 1 January 2026. Citing "CAN/ULC-S524" with no edition in a compliance document means nothing. The edition that governs is the one your authority having jurisdiction has adopted.

Quick answer
- Published ≠ adopted. A standard exists the day ULC publishes it. It becomes a requirement only when a code adopts it.
- The gap is measured in years. Ontario adopted the 2019 editions of S536 and S537 roughly six and a half years after publication.
- It varies by province and by instrument. Alberta moved to S536-19 in May 2024, ahead of Ontario.
- The designation format changed too.
S524-14→S524:2019→CAN/ULC 524:2024. The "S" is gone, and standalone amendments no longer exist. - The practical rule: ask the AHJ. Every project.
Why this trips people up
You buy the current standard. You read it. You build to it. That should be the end of the story.
It isn't, because a ULC standard is not law. It becomes enforceable only when a building or fire code references it — and codes reference a specific edition, frozen at the moment that code was written.
So at any given time there are at least three different answers to "what does the standard say":
- What the newest published edition says
- What the edition your code adopted says
- What the AHJ actually enforces
Those three are frequently not the same document, and the differences are not cosmetic. The 2019 edition of S524 renumbered the entire standard and rewrote the fault tolerance rule. If you are quoting a clause from a different edition than the inspector is holding, you are not going to agree.

On S524:2024 specifically — we could not find a single code that has adopted it. It is published, purchasable, and as far as we can establish, not yet enforceable anywhere in Canada. If you know otherwise, we would like to hear about it.

Look at S530. The current heat detector standard has a base document from 1991, revised and reaffirmed. That is not a mistake and it is not neglect — it means the underlying requirements were stable enough not to need rewriting.
It also means that if you have come from an American background and are used to NFPA's frequent revision cycles, your instinct about how current a Canadian standard is will be badly calibrated. SCC has an open notice of intent to retitle S530 from "Heat Actuated Fire Detectors" to "Heat Detectors" (SCC) — a rename, decades later.

Two things fall out of that table.
Ontario took six and a half years to adopt a 2019 standard. And for most of 2024 and 2025, an Alberta technician and an Ontario technician doing identical work were held to different editions of the same standard.
The naming convention changed, and it hides something
You will see the same standard written three ways. All three are real.

524-24 and 524:2024 are the same document rendered by different publishers — SCC and Accuris use the colon form, the NBS index uses the hyphen form. That one is purely cosmetic.
The substantive change is underneath. UL Canada stated it would treat all amendments as new editions going forward, so standalone AMD and REV documents are no longer issued for new updates. Existing REV designations remain current — CAN/ULC-S537-2019-REV1 was last revised 5 April 2021 and is still the published verification standard.
In the same bulletin, UL discontinued issuing certification bulletins announcing standard adoptions — putting the responsibility on listees to monitor for new editions themselves. (UL Canada Certification Bulletin 2023-04)
Practical consequence: a technician working from "S524-14 plus AMD1 plus REV1" and one working from "524:2024" are not holding comparably structured documents. And nobody is going to send you an email when the next edition lands.
The other confusion: clause numbering
The 2019 edition of S524 introduced continuous section numbering — Section 1 through Section 52 — replacing the earlier nested clause scheme, with tables and figures moved into the relevant sections.
This means older Canadian AHJ documents cite clause numbers that do not exist in the current structure. Vancouver's 2022 bulletin cites "CAN/ULC-S524 Clause 4.3.1.5" (City of Vancouver Bulletin 2022-002) — an old-format reference. Forum threads still quote clauses like 3.3.1.3C and 5.14.2.
Those references are not wrong; they are just from a different edition. If you go looking for Clause 4.3.1.5 in a current copy, you will not find it.
How to actually answer the question on a job
- Ask the AHJ which edition is adopted — for that jurisdiction, for that permit, for that instrument. The building code and the fire code can reference different editions.
- Check the building code separately from the fire code. Installation and verification of new construction come from the Building Code; ongoing inspection and testing from the Fire Code. The split is not clean — Ontario's Fire Code also invokes S524 at 6.3.1.8 for repairs, replacements and alterations, and S537 at 9.9.4.12.(2) for hotel retrofits. They are adopted independently and can reference different editions.
- Check the date the permit was issued. Work is generally assessed against the code in force when the permit was taken out, not the code in force today.
- For alterations, ask about equal exchange. Alberta's interpretation: a like-for-like replacement is acceptable under the code edition the system was originally installed to. A non-equal replacement combined with a change of use brings the current code into play. (Alberta STANDATA)
- Write the edition into your documents. "Verified in accordance with CAN/ULC-S537:2019" is a statement. "Verified in accordance with CAN/ULC-S537" is not.

Purchase grants single-user access only — no reproduction, no sharing across a shop. Budget accordingly if you are equipping a team.
That price is also why so much bad information circulates. The authoritative document costs hundreds of dollars per person, so people work from forum posts and American blogs instead. It is a completely rational response to a real barrier, and it is exactly how NFPA-based answers end up being applied to Canadian jobs.
Getting the Ontario Building Code text is now genuinely hard
This is the part nobody explains, and on a live job it matters more than anything else on this page.
Ontario stopped publishing its Building Code as a full-length regulation. Since 1 January 2025 the Building Code regulation — O. Reg. 163/24 — is one page long. It adopts the National Building Code of Canada 2020 except where the "Ontario Amendments to the National Building Code of Canada 2020" changes it. In Ontario's own words: "The full-length version of the Building Code will no longer be available on E-laws."
So the code you must comply with is assembled from three documents, and they are not equally easy to get.

The Compendium is the only free consolidated text, and it is about eighteen months behind. Its title page reads "2024 Building Code Compendium / Volume 1 / January 16, 2025 Update / (Containing O. Reg. 5/25)". Four later amendment-document versions have been adopted since. There is no free consolidated text reflecting the 17 July 2026 amendments now in force.
What to do about it. Email MMAH once for the amendment document and keep it. Use the Compendium for structure and for articles that have not moved — but do not assume any given clause is current without checking it against the amendment document.
And Ontario is not verbatim NBC. Ontario's 3.2.4.5.(1) reads "including those with voice communication capability where provided"; NBC reads "including the voice communication capability where provided." Ontario's (2) cites CAN/ULC-S537, "Verification of Fire Alarm Systems," to ensure satisfactory operation; NBC cites it as "Standard for Verification of Fire Alarm Systems," to ensure they are operating satisfactorily. Small differences — but if you are quoting a clause in a compliance document, quote Ontario's.
What the Ontario Building Code says about fire alarms
From the 2024 Building Code Compendium Vol. 1, Division B, printed page 100:
3.2.4.5. Installation and Verification of Fire Alarm Systems (1) Fire alarm systems, including those with voice communication capability where provided, shall be installed in conformance with CAN/ULC-S524, "Standard for Installation of Fire Alarm Systems." (2) Fire alarm systems shall be verified in conformance with CAN/ULC-S537, "Verification of Fire Alarm Systems," to ensure satisfactory operation.

Both quoted from the 16 January 2025 Compendium. Later amendment documents are not freely published — confirm against the current Ontario Amendment Document before citing.
Note what changed. The revoked O. Reg. 332/12 designated S524-14 and S537-13. The current Building Code designates the 2019 editions of both — so Ontario's Building Code and Fire Code now agree on the fire alarm editions, which has not been true for years.
And the widest gap in the set: Ontario's Fire Code still designates S1001-11 while the published integrated testing standard is CAN/ULC-1001-2026A, 2nd edition, published 23 March 2026. Fifteen years between designated and published.
Frequently asked questions
Which edition of CAN/ULC-S524 should I be building to?
Whichever one your jurisdiction's code has adopted — not necessarily the newest. The 8th edition (524:2024) published in December 2024, but we found no code that has adopted it. Ask your AHJ.
Is CAN/ULC 524-24 different from CAN/ULC 524:2024?
No, that is the same document rendered differently by different publishers. What *is* different is 524:2024 versus S524:2019 — those are separate editions with real technical differences.
Why did the "S" disappear from the standard number?
UL Canada changed its designation convention. Alongside it, amendments stopped being issued as standalone documents — every update is now a new edition.
Why does the heat detector standard date from 1991?
CAN/ULC-S530-M91-REV1 (R2018) has a 1991 base document that has been revised and reaffirmed. Stable requirements do not need rewriting. Canadian revision cycles are much slower than American ones.
My AHJ is quoting a clause number I can't find. Why?
Probably an older edition. The 2019 edition of S524 renumbered the standard into continuous sections 1 through 52, so pre-2019 clause references like 4.3.1.5 no longer exist in the current structure.
Do I need to buy the standards?
If you are performing or signing off work to them, yes. Expect roughly USD $352 for S524:2024, single-user licence, from an authorised reseller.
Does Ontario use the same editions as Alberta?
Not necessarily, and for most of 2024–2025 it didn't. Alberta moved to S536-19 on 1 May 2024; Ontario reached the 2019 editions on 1 January 2026.

Who Can Legally Install, Verify and Test Fire Alarm Systems in Ontario?
Ontario law does name who may work on fire alarm systems — and most articles on this subject get it wrong. Under Division C, Subsection 1.2.1 of the Ontario Fire Code, anyone performing annual tests or inspections, or repairing, replacing or altering fire alarm system components, must have completed a program or course acceptable to the Fire Marshal. The regulation names no program itself; the Fire Marshal's published list currently holds two — the CFAA Fire Alarm Technician Training Program and the ECAO Certi-Fire program. Separately, the electrical installation work itself requires a 309A certificate, because electrician is a compulsory trade.
CAN/ULC-S524, S537, S536 and S1001: What Each Standard Actually Covers
Canada splits fire alarm work across four separate standards where the American system uses one. S524 governs installation. S537 governs verification — a one-time event that proves the install matches the design. S536 governs periodic inspection and testing, forever after. S1001 governs integrated testing, where the fire alarm has to talk to other building systems. Confusing verification with inspection is the most expensive mistake in Canadian fire alarm work, and it happens constantly.
