CAN/ULC-S524, S537, S536 and S1001: What Each Standard Actually Covers
Canada splits fire alarm work across four separate standards where the American system uses one. S524 governs installation. S537 governs verification — a one-time event that proves the install matches the design. S536 governs periodic inspection and testing, forever after. S1001 governs integrated testing, where the fire alarm has to talk to other building systems. Confusing verification with inspection is the most expensive mistake in Canadian fire alarm work, and it happens constantly.

The single most important line in that table: verification is event-driven, inspection is calendar-driven. A building is verified once and inspected forever — unless somebody touches the system, at which point it needs verifying again.
Why Canada has four standards and the US has one
If you have ever read American fire alarm guidance, you have read NFPA 72. It is a single document that covers installation, acceptance testing and ongoing inspection, testing and maintenance in one place.
NFPA 72 is not the source of any requirement in Canada. The Canadian chain runs:
National Building Code (or your provincial building code) → CAN/ULC-S524 to install it → CAN/ULC-S537 to verify it → CAN/ULC-S536 to inspect and test it → CAN/ULC-S1001 where systems are integrated
…plus CSA C22.1 Section 32 of the Canadian Electrical Code for the electrical side.
This matters practically, not just academically. A technician who has learned the trade from American videos looks for one document and one process. In Canada they will do an inspection when the code demanded a verification — and discover it when the AHJ rejects the paperwork and the occupancy date slips.
CAN/ULC-S524 — installation
Full title: Standard for Installation of Fire Alarm Systems.
Its scope covers designing and installing fire alarm systems, with or without voice communication. One detail people miss: it applies to voluntary installations too, not only to systems the building code requires. (Standards Council of Canada)
In Ontario, the requirement comes from the Building Code directly. Article 3.2.4.5.(1) of the 2024 Ontario Building Code requires that fire alarm systems be installed in conformance with CAN/ULC-S524.
The fault tolerance rule — the principle that shapes every circuit you pull
The 2019 edition tightened the rule governing how a fault behaves on your wiring. In UL's own words, presented to BC building officials:
Where any type of fire alarm circuit serves more than one National Building Code of Canada required fire alarm zone, a single fault — open circuit, short circuit or ground fault — shall not prevent the normal operation of input or output field devices in more than one zone.

Two things about that rule are worth internalising.
It applies to all circuits leaving the control unit — not just notification circuits, not just initiating circuits.
It is defined against NBC-required fire alarm zones. The previous edition used a 2,000 m² area figure. That is gone. The question is no longer "how big is this area" but "is this a zone the National Building Code requires."
S524-2019 also recognises six isolator types under Section 10.2: field device data, network data, audio buss, field device power buss, equipment power buss, and suite fault isolators.
Suite fault isolators — a genuinely Canadian construct
Suite fault isolators exist so that a fault inside one dwelling unit cannot silence the alarm in the units next door.
Vancouver's building bulletin states it plainly: for audible devices inside residential and care dwelling units, you use either Class A wiring, or Class B wiring with suite fault isolators. On the Class B option the isolators are mandatory, must provide wire-to-wire short circuit protection, and devices must remain operational in both trouble and alarm. Hotel and motel units without kitchens are excepted. (City of Vancouver Bulletin 2022-002)
Markham adds the two details that matter most on site:
- The isolator goes outside the suite it protects.
- Acceptance is proven by imposing a wire-to-wire short circuit inside each suite and demonstrating the corridor devices are unaffected.
If you have wired isolators inside the suite because that was convenient, you have wired them in the one location that defeats their purpose.
CAN/ULC-S537 — verification
S537 establishes inspection and test procedures for the purpose of verifying that the fire alarm system is installed in conformance with the design, and with CAN/ULC-S524 — and that it performs all of its intended functions. (Standards Council of Canada)
Read that again: verification checks the install against the design and S524. It is a construction-phase document. It is not a maintenance activity.
In Ontario, Article 3.2.4.5.(2) of the 2024 OBC requires verification in conformance with CAN/ULC-S537.
Who signs the verification
Alberta names the person. For buildings that required a Registered Professional, verification must be completed under the direction of a Registered Engineering Professional, who seals the Certificate of Verification. For other buildings the certificate is signed rather than sealed. (Alberta STANDATA 19-BCI-014R1)
Ontario splits it between two codes. The Building Code names the standard rather than a person. But the Fire Code does name the qualification: Division C, Article 1.2.1.2.(1)(a) requires anyone performing annual tests or inspections — or repairing, replacing or altering system components — to have completed "a program or course acceptable to the Fire Marshal." Exactly two qualify: the CFAA Fire Alarm Technician Training Program and ECAO Certi-Fire. (Ontario e-Laws)

What triggers a re-verification
Calgary is blunt:
All alterations to existing fire alarm systems are required to be verified in accordance with CAN/ULC-S537.
Regardless of scope or system age. "Alterations" includes maintenance, repair, upgrading and replacement, and a building permit is required. (Calgary Regulation Bulletin RB06-064)
Alberta adds the nuance for replacements:
- Equal exchange — like-for-like — acceptable under the code edition the system was originally installed to
- Non-equal replacement plus change of use or modernisation — current building code applies
- Non-equal replacement, no change of use — owner may petition the AHJ
And one detail that catches people out: Alberta's verification certificate carries a notation that subsequent modifications invalidate it. The certificate you are holding may already be void.
CAN/ULC-S536 — inspection and testing
Its scope prescribes requirements for inspection and testing, and specifies the devices and functions to be inspected, tested and documented for the periodic inspection and test. That word — periodic — is the whole distinction from S537.
Inspection and testing are two different things
Alberta defines five separate activities, the cleanest breakdown published by any Canadian authority:
- Installation — new systems or changes to existing ones → S524
- Verification — confirms the system meets design and code → S537
- Inspection — the visual examination of operational capability → S536
- Testing — operational confirmation of function → S536
- Maintenance — removal or replacement of inoperative devices
Most technicians use "inspection" and "testing" interchangeably. Under S536 they are two defined activities, and a report has to account for both.
The report format is fixed by the standard
In the 2019 editions, the report forms moved out of the appendix — where they had been a suggested format — into the body of the standard. That made them a required form and a required format.
UL's own material and Calgary's fire marshal both state the rule identically:
Tests or inspections may not be reworded or revised in order or format.
You may add your company logo and recreate the form. You may not change the structure, wording or order. Calgary goes further: all sections must be completed, partial reports are rejected outright, and inapplicable sections must be marked "N/A" rather than deleted.
What changed in the 2019 edition
- A new silent accelerated battery test method, replacing the meter-based approach
- New inspection categories for wireless devices, CO detectors, and short-range RF devices
- A mandatory attendance log recording dates, times and technician names
- Revised terminology distinguishing Deficiency, Recommendation and Remark — three terms, not two
CAN/ULC-S1001 — integrated testing
S1001 is the one people assume they have covered when they have not. It is not about the fire alarm system. It is about the interfaces — fire alarm to fire pump, to dampers, to elevator recall, to door hold-open release, to smoke control.
You can verify a fire alarm system perfectly to S537 and still have failed to demonstrate that the elevators actually recall. That demonstration is S1001's job.
In Ontario, integrated testing to S1001 is part of the Fire Code changes that took effect 1 January 2026.
The adoption gap
The standard that is published and the standard your code has adopted are two different things.
- CAN/ULC 524:2024 — the 8th edition — was published 23 December 2024
- The NBC 2020 and NFC 2020 were aligned with the 2019 editions
- Alberta moved to S536-19 effective 1 May 2024
- Ontario adopted S536-2019 and S537-2019 effective 1 January 2026 — roughly six and a half years after publication
Ontario's Fire Code also adopts S561-13 and S1001-11 — the 2013 and 2011 editions.
The practical rule: always ask the AHJ which edition is adopted in that jurisdiction, for that permit. Citing "CAN/ULC-S524" with no edition is meaningless.

UL Canada now treats all amendments as new editions — standalone AMD and REV documents no longer exist. UL also discontinued issuing bulletins announcing standard adoptions, putting the onus on you to watch for new editions.
The four mistakes this article exists to prevent
1. Calling an annual inspection a "verification." The S537 certificate is a one-time-per-change construction document. The S536 report is periodic maintenance.
2. Assuming a passing annual covers you after devices were added. Any alteration re-triggers verification — and in Calgary, a building permit too.
3. Assuming S1001 is handled because the fire alarm was verified. Verifying the fire alarm proves nothing about whether the dampers close.
4. Using an American source for a Canadian requirement. Every point here comes from a Canadian code, standard or AHJ. NFPA 72 is not part of the Canadian chain.
Frequently asked questions
What is the difference between verification and inspection?
Verification (S537) is a one-time event that proves a new or altered system was installed correctly and works as designed. Inspection and testing (S536) is the recurring monthly and annual check that it still works. Verification is triggered by an event; inspection by the calendar.
Do I need to re-verify if I only added one device?
In Alberta, yes — Calgary states all alterations require verification to S537 regardless of scope. Other jurisdictions apply the same principle through their own codes. Check with the AHJ.
Does NFPA 72 apply in Canada?
No. Canadian requirements come from the building and fire codes, which reference CAN/ULC-S524, S537, S536 and S1001, together with Section 32 of the Canadian Electrical Code.
Which edition of CAN/ULC-S524 should I be building to?
Whichever edition your jurisdiction has adopted, not necessarily the newest. The 8th edition published December 2024, but codes in force still reference 2019. Ask the AHJ.
Can I use my own inspection report template?
You can add your logo and recreate the form, but you cannot change its structure, wording or order. Since the 2019 editions the forms sit in the body of the standard.
Who is allowed to verify a fire alarm system?
It depends on the province. Alberta names the qualified person and requires a Registered Engineering Professional seal on certain buildings. In Ontario the Fire Code requires a program acceptable to the Fire Marshal for work on existing systems — only CFAA and ECAO Certi-Fire qualify.

Who Can Legally Install, Verify and Test Fire Alarm Systems in Ontario?
Ontario law does name who may work on fire alarm systems — and most articles on this subject get it wrong. Under Division C, Subsection 1.2.1 of the Ontario Fire Code, anyone performing annual tests or inspections, or repairing, replacing or altering fire alarm system components, must have completed a program or course acceptable to the Fire Marshal. Exactly two programs currently qualify: the CFAA Fire Alarm Technician Training Program and the ECAO Certi-Fire program. Separately, the electrical installation work itself requires a 309A certificate, because electrician is a compulsory trade.
CFAA Course Exemptions for Licensed Electricians: What You Can Skip and What It Saves
If you hold a valid Canadian electrician's licence, CFAA says you may be exempt from Courses 2, 3 and 4 of its Fire Alarm Technician Training program. Courses 1 and 5 are never exempt, for anyone. Claiming the exemption costs a one-time $50 processing fee and takes roughly $1,244 off the program — bringing a licensed electrician's total from about $3,048 to about $1,805 before tax.
