Fire Alarm Questions, Answered
Twenty questions Canadian electricians actually search for, each answered in a few sentences and each linked to the guide that sets out the code text behind it. The short version of the ones asked most: Ontario names no qualification at all for performing a CAN/ULC-S537 verification, but it does name one for annual inspection, interconnection testing, and repairs and alterations. A verification is a Building Code duty and the annual inspection is a Fire Code duty — different standards, different codes, different rules on who may do the work. 520 Hz appears nowhere in Ontario's Building Code. And the edition that governs your job is the one your code table designates, not the newest one on the shelf.

Do I need CFAA to work on fire alarms in Ontario?
Not by name. Ontario Fire Code Division C, Subsection 1.2.1 requires a "program or course acceptable to the Fire Marshal" for anyone who performs annual tests or inspections, tests interconnections with other life safety systems, or repairs, replaces or alters components. The regulation names no provider anywhere in its text. The Fire Marshal's published list currently holds two — the CFAA Fire Alarm Technician Training Program and the ECAO Certi-Fire program — and that list is administrative, so it can change without the regulation being amended.

Who can perform a fire alarm verification in Ontario?
No Ontario provision names a qualification for it. Verification is not on the Division C, Article 1.2.1.1 list — that list catches annual tests and inspections, interconnection testing, and repairs, replacements and alterations, and nothing else. The Building Code requires the verification at Article 3.2.4.5.(2) but says nothing about who may do it. In practice, who is acceptable is an authority having jurisdiction determination, and a specification or an owner can impose a requirement the regulation does not.

Is a verification the same as an annual inspection?
No, and this is the most expensive mix-up in Canadian fire alarm work. A verification is CAN/ULC-S537 work on a system that has just been installed or modified, required by the Building Code at Article 3.2.4.5.(2). An annual inspection and test is CAN/ULC-S536 work on a system already in service, required by the Fire Code at Article 6.3.2.2. Different standard, different code, different enforcement path, and different rules on who may do the work.

Does the Fire Code actually require an annual inspection?
It requires inspection and testing to CAN/ULC-S536 — but Article 6.3.2.2 states no frequency of its own. It delegates the whole question of how often to the standard. The word "annual" enters the Code elsewhere: Division B Article 6.3.2.1 refers to "the annual tests or annual inspections required by this Subsection," and Division C Article 1.2.1.1 applies to a person who performs annual tests or inspections required under 6.3.2.2. So "6.3.2.2 requires annual testing" is a shortcut that misstates the text.

How long do I have to keep the inspection reports?
Two different answers, and the second one surprises people. Fire Code Article 1.1.2.2.(1) requires records to be retained at the building for at least two years, and so that at least the most recent and the immediately preceding record of a given test or inspection are kept. Sentence (2) is the one to remember: the initial verification or test reports for fire protection systems installed after 21 November 2007 must be retained throughout the life of the system, regardless of whether the system was installed under the Fire Code or the Building Code.

Can an apprentice work on fire alarm systems?
In Ontario, yes — within a narrow allowance. Fire Code Division C, Article 1.2.1.2.(2) lets a person who has not completed the required program perform the work described in Clause (1)(c) — repairs, replacements and alterations — provided the work is supervised by a qualified person, no more than two people work under that supervisor at the same time, and the supervision is provided at the work site. It does not extend to annual inspections or to interconnection testing. Separately, the electrical installation work itself needs a 309A, because electrician is a compulsory trade in Ontario.

Which standard applies to what I am doing — S524, S536, S537 or S1001?
Canada splits the work across four standards where the American system uses one. Installing is S524 (Building Code 3.2.4.5.(1)). Verifying is S537 (Building Code 3.2.4.5.(2)). Annual inspection and testing of a system in service is S536 (Fire Code 6.3.2.2). Repairing, replacing or altering a component goes back to S524, this time under Fire Code 6.3.1.8. Testing interconnections to other life safety systems is S1001 under Fire Code 6.10.1.1 — but only where the system was installed on or after 1 January 2020 and the Building Code required S1001 verification.

Which edition of the standard applies to my job?
The one your code's table designates, which is almost never the newest published. Ontario's Building Code Table 1.3.1.2 designates S524:2019 and S537:2019; the Fire Code Table 1.2.1.A designates S524-2019, S536-2019, S537-2019 and S1001-11. CAN/ULC 524:2024 has been published since December 2024 and is in nobody's table. Citing "CAN/ULC-S524" in a compliance document with no edition means nothing.

Does NFPA 72 apply in Canada?
It is referenced in Ontario law, but not for what most people assume. In Ontario's Building Code, NFPA 72 is invoked exactly four times, and all four borrow one subsection — 18.5.3 — for the light, colour and pulse characteristics of the visual signalling component on smoke alarms and carbon monoxide alarms. In the Fire Code it is invoked once, for maintenance of proprietary signalling systems. Installation is S524, verification is S537, inspection and testing is S536. American guidance is not wrong; it is out of jurisdiction.

Is 520 Hz required in Ontario?
No. Ontario's Building Code Sentence 3.2.4.18.(6) requires audible signal devices in sleeping rooms in a building of residential or care occupancy to emit a low frequency signal, and it attaches no frequency at all. The only number nearby is a non-mandatory Appendix A note describing 470 Hz to 570 Hz as more effective at waking people. 520 Hz is the NFPA 72 figure. If it is binding on your project, it is binding because a specification or a listing says so, not because the Code does.

How loud does a fire alarm have to be in Ontario?
In a floor area, not less than 10 dBA above ambient and not less than 65 dBA, with intervening doors closed. In a sleeping room in a building of residential occupancy, not less than 75 dBA with intervening doors closed. The maximum is the messy part: the free Compendium text of Sentence 3.2.4.18.(4) contradicts itself, and the amendment document actually in force is not published online.

Is a UL-listed device acceptable on a Canadian job?
The legal test in Ontario is not which logo the device carries. It is whether the body behind that logo is accredited by the Standards Council of Canada — the Electrical Safety Authority states that outright. Note also that since 1 April 2025, ULC Standards is no longer a separate SCC-accredited standards developer; SCC merged its file into UL Standards & Engagement Inc. The CAN/ULC designations continue, and the "CAN" in front of them is an SCC-mandated descriptor meaning National Standard of Canada.

What is the difference between a smoke alarm and a smoke detector?
They are different devices under different law. A smoke alarm is self-contained: it senses smoke and sounds at the device. A smoke detector is an initiating device forming part of a fire alarm system. Different standards apply to each, and once installed they fall under different parts of the Fire Code. Testing a smoke alarm is the landlord pressing the test button. Testing a smoke detector on a fire alarm system requires a person who has completed a program or course acceptable to the Fire Marshal.

Single-stage or two-stage — which does my building need?
A single-stage system sounds the alarm on every audible device the moment any manual station, waterflow device or fire detector operates. A two-stage system sounds an alert first, escalating to general alarm if the alert is not acknowledged within 5 minutes. Ontario's Building Code fixes the choice in some occupancies — single-stage in Group F, Division 1 and in elementary and secondary schools, two-stage in Group B. Everything else is the designer's call. The schools clause is an Ontario addition with no NBC 2020 equivalent.

Do I need an addressable system?
Not because of code. "Addressable" and "conventional" are industry terms, not defined terms in the Building Code or the Fire Code. What the Code requires is installation in conformance with CAN/ULC-S524, separate zone indication at the annunciator, inspection and testing to S536 and repairs to S524 — and either architecture can meet all of it. The real difference is what the panel knows: a conventional panel sees a circuit change state and reports the zone; an addressable panel polls individually addressed devices and reports the device.

What does the Canadian Electrical Code require for fire alarm power?
Section 32 holds fire alarm circuits to a stricter standard than ordinary low-voltage control wiring. The panel gets its own dedicated circuit with a permanently marked red disconnect that locks in the ON position. Conductors are copper, rated at least 300 V, and kept independent of all other wiring. And because a fire alarm is a safety control device, its circuits are treated as Class 1 regardless of voltage or power limitation.

Where do the suite fault isolators go?
Outside the suite they protect — that is the detail that catches people out. In residential and care dwelling units, audible devices need either Class A wiring or Class B wiring with suite fault isolators. The clearest Canadian statements of that rule, and of how acceptance is tested — imposing a wire-to-wire short circuit inside each suite and proving the corridor devices keep working — are municipal bulletins from Vancouver and Markham rather than a national code provision, so confirm the position with your own AHJ.

Where do I get the Ontario Building Code for free?
The free full text you can open right now is the 2024 Building Code Compendium from Publications Ontario, at $0.00. What it is not is the text currently in force: Ontario's Building Code is now O. Reg. 163/24, a regulation one page long, which adopts NBC 2020 as amended by an Ontario Amendment Document that the Ministry does not publish online — it is sent by email request only. The Fire Code, by contrast, is free and complete on e-Laws.

What changed in Ontario's codes in 2025 and 2026?
Two separate events. On 1 January 2025 the old Building Code was revoked and replaced by O. Reg. 163/24, which adopts NBC 2020 plus an unpublished amendment document; Subsection 3.2.4 was renumbered to match NBC 2020, and low frequency signals in sleeping rooms became a requirement for the first time. On 1 January 2026 the Fire Code changes made by O. Reg. 87/25 came into force — it amended O. Reg. 213/07 rather than replacing it, and moved the Code to the 2019 ULC editions. Alongside that, Canadian trade sources report a tightening of the paperwork: mandatory report format, battery load testing with recorded measurements, deficiencies documented separately, and attendance logs with names, dates and times. Sourcing: these four points are reported consistently by Canadian trade sources, but they are not quoted from the regulation or from the standard — neither of which we have been able to verify them against. Treat them as reported rather than settled.

Who can work on fire alarms outside Ontario?
The answer changes at every border, and the credential does not travel automatically. Alberta writes the qualification into the code itself, at National Fire Code – 2023 Alberta Edition Division C Article 2.2.4.3. Manitoba names the CFAA program by name in Fire Code Division B Article 6.3.1.5 — for inspection, testing, alteration and maintenance, not for installation or verification. British Columbia names nobody province-wide, though the City of Vancouver's Fire By-law requires an ASTTBC-registered RFPT. Quebec licenses contractors, not technicians. Saskatchewan names no qualification at all. In Atlantic Canada, Newfoundland and Labrador licenses fire alarm technicians and explicitly covers verification; Nova Scotia, New Brunswick and PEI name nothing comparable.

Where an answer matters to your job, open the linked guide and then open the code text behind it.
Why do so many of these answers say Ontario names nothing?
Because in several places it genuinely does not, and the trade often assumes otherwise. No Ontario provision names a qualification for performing a CAN/ULC-S537 verification. Fire Code Article 6.3.2.2 sets no frequency for inspection and testing — it delegates that to CAN/ULC-S536. And the Building Code requires a low frequency signal in sleeping rooms without stating any frequency. An absence in the regulation is not a loophole: the authority having jurisdiction, the specification and the owner can each impose a requirement the Code does not.
Do these answers apply outside Ontario?
Only where the page says so. The standards — S524, S536, S537, S1001 — are national documents, but which edition applies, which code adopts it and who is allowed to do the work are all provincial questions. Alberta and Manitoba write qualifications into their fire codes; British Columbia and Saskatchewan name none province-wide; Quebec licenses contractors rather than individuals. Anything from outside Ontario is labelled on this page and covered in full in the provincial guides.
Can I use a CAN/ULC standard I found as a free PDF online?
The CAN/ULC standards are paid publications and there is no legitimate free copy of any of them. That is also why this site does not paraphrase their contents — no procedures, no intervals, no pass criteria, no report content. What is free is the law that invokes them: the Ontario Fire Code on e-Laws, the 2024 Building Code Compendium from Publications Ontario, and NBC 2020 from the NRC. Access to the standards themselves comes through an employer, a library subscription or purchase.
How often is this page updated?
When something changes in the code or when a question comes in that the site can answer from published material. Ontario has moved twice recently — the Building Code was revoked and replaced on 1 January 2025, and the Fire Code amendments made by O. Reg. 87/25 came into force on 1 January 2026 — and the dated log of those changes is maintained separately in the code updates guide.
