Single-Stage vs Two-Stage Fire Alarm Systems in Ontario
A single-stage system sounds one signal — the alarm — on every audible signal device in the system, the moment any manual station, waterflow detecting device or fire detector operates. A two-stage system sounds an alert signal first, and escalates to a general alarm signal only if that alert is not acknowledged within 5 minutes. Ontario's Building Code fixes the choice in some occupancies: single-stage in Group F, Division 1 and in elementary and secondary schools, two-stage in Group B. Everything else is the designer's call. The school clause is an Ontario addition with no equivalent in NBC 2020.

Ontario's Building Code is now O. Reg. 163/24 — a regulation one page long. It adopts NBC 2020 as amended by the "Ontario Amendments to the National Building Code of Canada 2020."

Which one does your building need
Article 3.2.4.3., "Types of Fire Alarm Systems", Sentence (1), verbatim from the Compendium:
A fire alarm system shall be (a) a single-stage system in a Group F, Division 1 occupancy, (b) except as permitted in Clause (c), a 2-stage system in a Group B occupancy, (c) a single- or 2-stage system in a Group B, Division 3 occupancy where the building is 3 storeys or less in building height, (d) a single-stage system in elementary and secondary schools, except for a special needs facility, and (e) a single- or 2-stage system in all other cases.

Two things fall out of that table.
Group B is the only place two-stage is the default. Outside Group B, nothing in this Article forces two-stage on you.
Group F, Division 1 and schools are locked to single-stage. These are not preferences. In a school you cannot design a staged response under this Article, special needs facilities excepted.
Everything else — Group A, C, D, E, and Group F Divisions 2 and 3 — falls into clause (e). A high-rise apartment, an office tower and a shopping centre are all clause (e) buildings. The Code does not decide for you there; the design, the owner's operating plan and the AHJ do.
What actually happens when someone hits a pull station
Article 3.2.4.4., "Description of Fire Alarm Systems". Sentence (1), single-stage, verbatim:
A single-stage fire alarm system shall, upon the operation of any manual station, waterflow detecting device, or fire detector, cause an alarm signal to sound on all audible signal devices in the system.
One event, one signal, everywhere, at once. There is no intermediate state.
Sentence (2), two-stage, verbatim:
A 2-stage fire alarm system shall (a) cause an alert signal to sound upon the operation of any manual station, waterflow detecting device, or fire detector, (b) except for a Group B, Division 2 occupancy, automatically cause an alarm signal to sound if the alert signal is not acknowledged within 5 min of its initiation, (c) have manual stations, each of which is equipped so that the use of a key or other similar device causes an alarm signal to sound that continues to sound upon removal of the key or similar device from the manual station, and (d) in a building containing a hotel, (i) cause an alarm signal to sound in the initiating fire zone in the hotel, and (ii) cause an alert signal to sound throughout the hotel and such parts of the building as is necessary to alert hotel staff.
So on a two-stage system the same pull station produces an alert, not a general alarm. The general alarm arrives second, and only under the condition in clause (b).
The 5 minutes is not a timer
This is the part most trade explanations get wrong, so read clause (b) again word for word:
automatically cause an alarm signal to sound if the alert signal is not acknowledged within 5 min of its initiation
The escalation is conditional on acknowledgement, not on the clock alone. It is not "the alarm sounds five minutes later." It is "the alarm sounds if nobody acknowledged the alert."
That is a meaningful difference on site. Describing it as a flat five-minute delay implies the general alarm is coming regardless, which is not what the sentence says. What the sentence says is that the five minutes is the window in which acknowledgement has to happen, and the alarm is what happens when it does not.
And there is an exception. Clause (b) opens with "except for a Group B, Division 2 occupancy" — hospitals and care and treatment occupancies. In a Group B, Division 2 building the automatic escalation in clause (b) does not apply.
That exception is an Ontario addition. NBC 2020 has no such carve-out.
What we are not going to tell you is what happens after acknowledgement — how long an acknowledgement holds, what re-triggers escalation, or how the panel handles any of it. Article 3.2.4.4. does not say, and the answer is not in the Building Code.
Alert signal vs alarm signal
Two defined terms, and they are not interchangeable.
The definitions below are from the revoked O. Reg. 332/12, Division A, Article 1.4.1.2. We quote the revoked regulation because we did not separately retrieve the defined terms from the Code text now in force — treat these as historical wording that explains the concept, not as the current statutory definitions.
Alarm signal means an audible signal transmitted throughout one or more zones of a building or throughout a building to advise occupants that a fire emergency exists.
Alert signal means an audible signal to advise designated persons of a fire emergency.

The practical read: the alert is a staff signal. The alarm is the everybody-out signal. A two-stage system exists to put a staff response in front of a building-wide one.

The key at the manual station
Clause 3.2.4.4.(2)(c) requires that manual stations on a two-stage system be equipped so that use of a key or similar device causes an alarm signal — bypassing the alert stage entirely — and that the alarm continues to sound after the key is removed.
That last part is the whole point of the clause. It is not a hold-to-run function. Once keyed, the general alarm stays up.
This is a two-stage requirement. Article 3.2.4.4. states no equivalent for single-stage systems, which makes sense: on a single-stage system the pull station already produces the general alarm.
Hotels: another Ontario clause with no national equivalent
Clause 3.2.4.4.(2)(d) splits the signals in a building containing a hotel:
- alarm signal in the initiating fire zone in the hotel
- alert signal throughout the hotel and such parts of the building as is necessary to alert hotel staff
So the floor where the device operated gets the evacuate signal; the rest of the hotel gets the staff signal.
NBC 2020 has no clause (d) at all. You can see the seam: in the national text, clause (c) ends with "and" because it is the second-last clause in the list. In Ontario's text clause (c) does not, because Ontario appended clause (d) after it. That is a good tell that a clause is an Ontario amendment rather than national text.
Zone coding
Sentence 3.2.4.4.(3), verbatim:
A 2-stage fire alarm system is permitted to be zone coded so that, upon the operation of any manual station, waterflow detecting device, or fire detector, (a) a coded alert signal is sounded indicating the zone of alarm initiation, (b) the coded alert signal is repeated in its entirety not less than 4 times, and (c) a continuous alert signal is sounded upon completion of the coded signals referred to in Clause (b) and Sentence (4).
Note the word permitted. Zone coding is an option, not a requirement.
The sequence is: coded alert identifying the zone → repeated in full at least four times → continuous alert. All three of those are alert signals. Zone coding does not change anything about the escalation to alarm in Sentence (2)(b).
Going two-stage can pull in a voice communication system
Worth checking before you commit to two-stage in a big building. Article 3.2.4.23., Sentence (1), verbatim:
Except for Group B, Division 1 and Group F, Division 1 major occupancies, where a fire alarm system is required under Subsection 3.2.4., a one-way voice communication system shall be installed in buildings where a 2-stage fire alarm system is installed and whose occupant load exceeds 1 000.
The conditions are cumulative. Both have to be true:

The consequence: in a clause (e) building — where the Code lets you choose — choosing two-stage over an occupant load of 1 000 brings a one-way voice communication system with it. That is a cost and design decision that sits downstream of the staging choice, and it is easy to miss when the staging looks like a free choice.
What the Building Code will not tell you
The Building Code tells you which type of system, and what the signals do. It does not tell you:
- anything about signal silencing — including how long a signal may be silenced, or under what conditions
- any wiring or device-level requirement
- how the panel is programmed to do any of the above
None of that is in Subsection 3.2.4. It lives in CAN/ULC-S524, which is a paywalled standard. We are not going to guess at its contents or reproduce them from an unlicensed copy. If you need those provisions you need the standard itself — through your employer, a library subscription, or purchase. Frequently asked questions
Does a two-stage fire alarm always go to general alarm after 5 minutes?
No. Clause 3.2.4.4.(2)(b) says the alarm signal sounds automatically if the alert signal is NOT acknowledged within 5 min of its initiation. The escalation is conditional on acknowledgement, not on the clock alone. Describing it as a plain five-minute delay is wrong — the five minutes is the window in which acknowledgement has to happen. There is also an exception: the clause opens with 'except for a Group B, Division 2 occupancy,' so the automatic escalation does not apply to hospitals and care and treatment occupancies. That exception is an Ontario addition; NBC 2020 has no such carve-out.
Which buildings in Ontario must have a two-stage fire alarm system?
Group B occupancies, under Clause 3.2.4.3.(1)(b). The one relief is Clause (c): a Group B, Division 3 occupancy in a building 3 storeys or less in building height may be single- or two-stage. Nothing else in Article 3.2.4.3. forces two-stage on you.
Can I choose between single-stage and two-stage?
Usually yes. Clause 3.2.4.3.(1)(e) permits a single- or 2-stage system 'in all other cases' — everything outside the four specific clauses. You cannot choose in a Group F, Division 1 occupancy (single-stage, Clause (a)), in an elementary or secondary school other than a special needs facility (single-stage, Clause (d)), or in a Group B occupancy that does not fall under Clause (c) (two-stage, Clause (b)). Before choosing two-stage, check Article 3.2.4.23.(1): a two-stage system in a building whose occupant load exceeds 1 000 also requires a one-way voice communication system.
What is the difference between an alert signal and an alarm signal?
An alert signal advises designated persons — staff — that a fire emergency exists. An alarm signal is transmitted throughout one or more zones or the whole building to advise occupants. In short: the alert is the staff signal, the alarm is the everybody-out signal. Those definitions are quoted from the revoked O. Reg. 332/12, Division A, Article 1.4.1.2 — historical wording that explains the concept. We did not separately retrieve the defined terms from the Code text now in force.
Are elementary and secondary schools single-stage in Ontario?
Yes. Clause 3.2.4.3.(1)(d) requires a single-stage system in elementary and secondary schools, except for a special needs facility. This is an Ontario addition with no NBC 2020 equivalent — NBC's list of system types stops at clause (d), 'a single- or 2-stage system in all other cases,' and says nothing about schools. If you are designing from the national code, this is one you will miss.
Why does a two-stage pull station have a key?

Who Can Legally Install, Verify and Test Fire Alarm Systems in Ontario?
Ontario law does name who may work on fire alarm systems — and most articles on this subject get it wrong. Under Division C, Subsection 1.2.1 of the Ontario Fire Code, anyone performing annual tests or inspections, or repairing, replacing or altering fire alarm system components, must have completed a program or course acceptable to the Fire Marshal. The regulation names no program itself; the Fire Marshal's published list currently holds two — the CFAA Fire Alarm Technician Training Program and the ECAO Certi-Fire program. Separately, the electrical installation work itself requires a 309A certificate, because electrician is a compulsory trade.
CAN/ULC-S524, S537, S536 and S1001: What Each Standard Actually Covers
Canada splits fire alarm work across four separate standards where the American system uses one. S524 governs installation. S537 governs verification — a one-time event that proves the install matches the design. S536 governs periodic inspection and testing, forever after. S1001 governs integrated testing, where the fire alarm has to talk to other building systems. Confusing verification with inspection is the most expensive mistake in Canadian fire alarm work, and it happens constantly.
