NFPA 72 vs CAN/ULC-S524: Why American Fire Alarm Guidance Fails in Canada

NFPA 72 is a serious document, and it is referenced in Ontario law — but not for what most people assume. In Ontario's Building Code, NFPA 72 is invoked exactly four times, and all four do the same narrow thing: they borrow one subsection, 18.5.3, for the light, colour and pulse characteristics of the visual signalling component on smoke alarms and carbon monoxide alarms. In the Fire Code it is invoked exactly once, for the maintenance of proprietary signalling systems. That is the entire footprint — five sentences of mandatory code text across both codes. Installation is CAN/ULC-S524. Verification is CAN/ULC-S537. Inspection and testing is CAN/ULC-S536. So American fire alarm guidance is not wrong; it is out of jurisdiction. And the places it misleads a Canadian tech are specific and predictable — 520 Hz and the 0.70 intelligibility score are the two you will meet first.

Everything an installing electrician or a verification tech actually does sits in the top four rows, and NFPA is absent from all four.

Every NFPA reference in the fire alarm parts of both codes

Both Ontario codes carry a referenced-documents table with a "Code Reference" column that lists every article invoking each document. That column is an authoritative index — if an article is not listed, the document is not invoked there.

Here is the complete NFPA footprint across the fire alarm provisions of both codes. Its shortness is the point.

That is it. No NFPA standard governs fire alarm installation, verification, audibility, annunciation, zoning or standby power in Ontario. Those are CAN/ULC-S524, S537 and S536, exclusively.

What NFPA 72 is actually doing in the Building Code

Here is the row, verbatim, from Building Code Table 1.3.1.2:

…the carbon monoxide alarms required by Articles 6.9.4.2. and 6.9.4.3. shall have a visual signalling component conforming to the requirements in 18.5.3. (Light, Color and Pulse Characteristics) of NFPA 72, "National Fire Alarm and Signaling Code".

9.10.19.1.(2)

Read those four together and the pattern is unmistakable. Ontario wanted one thing out of NFPA 72 — a technical specification for how a strobe flashes — and took that subsection and nothing else. Note also what these articles are about: smoke alarms and CO alarms, the single-station devices, not fire alarm systems. NFPA 72 does not appear in the Building Code's fire alarm system articles at all.

What governs the system instead

Building Code Article 3.2.4.5, verbatim:

(1) Fire alarm systems, including those with voice communication capability where provided, shall be installed in conformance with CAN/ULC-S524, "Standard for Installation of Fire Alarm Systems."

(2) Fire alarm systems shall be verified in conformance with CAN/ULC-S537, "Verification of Fire Alarm Systems," to ensure satisfactory operation.

Building Code Table 1.3.1.2 designates the editions: CAN/ULC-S524:2019 and CAN/ULC-S537:2019.

On the Fire Code side, Article 6.3.2.2.(1) requires systems to be "inspected and tested in conformance with CAN/ULC-S536, 'Standard for Inspection and Testing of Fire Alarm Systems'." Fire Code Table 1.2.1.A designates CAN/ULC-S536-2019. S536 appears nowhere in the Building Code — it is a Fire Code instrument only.

And Fire Code Article 6.3.1.8: "Repair, replacement and alterations of fire alarm system components shall be in accordance with CAN/ULC-S524."

So the lifecycle runs S524 → S537 → S536 → S524, with no NFPA document anywhere in the chain. What each of those standards covers is worked through in S524, S537, S536 and S1001 explained, and which one applies to the task in front of you is in which fire alarm standard applies.

The Fire Code's other NFPA reference is a withdrawn 1989 standard

This is the row, verbatim, from Fire Code Table 1.2.1.A:

NFPA 71-1989 is a 37-year-old withdrawn standard, and it is still the live Ontario Fire Code reference as of the 1 January 2026 consolidation. We are reporting that, not explaining it — the reason is not in the code text.

Here is Article 6.3.1.2, marginal heading "Monitoring", in full:

(1) Where the Building Code or this Code require a fire alarm system to be monitored to transmit a signal to the fire department, the building owner shall ensure the continuation of the monitoring.

(2) Where the fire alarm system monitoring referred to in Sentence (1) is provided by a central station, the building owner shall obtain written documentation from the central station operator that the monitoring service complies with (a) NFPA 71, "Standard for the Installation, Maintenance and Use of Signaling Systems for Central Station Service", or (b) CAN/ULC-S561, "Standard for Installation and Services for Fire Signal Receiving Centres and Systems".

(3) Where a fire alarm system is monitored by a central station to meet the requirements of the Building Code or this Code, the operator of the central station shall provide, upon request by the owner or Chief Fire Official, a document attesting that the monitoring service is in compliance with one of the standards identified in Sentence (2).

(4) Despite Article 1.2.1.1. of Division A, where the Building Code or this Code requires a fire alarm system to be monitored and the monitoring is provided by a central station, the operator of the central station shall be responsible for maintaining the monitoring service and associated monitoring equipment in accordance with one of the standards identified in Sentence (2).

(5) Where the fire alarm system is monitored by a proprietary signalling system, such system shall be maintained in accordance with NFPA 72, "National Fire Alarm and Signaling Code".

Three things worth pulling out of that article:

  1. NFPA 71 is one of two options, not the requirement. CAN/ULC-S561 is the alternative, and it is the one in current publication.
  2. Sentence (4) puts the obligation on the central station operator, not the building owner — that is unusual, and it is stated "despite" the general responsibility article in Division A.
  3. Sentence (5) is the Fire Code's only NFPA 72 reference, and it is about maintenance of a proprietary signalling system. Not installation. Not testing.

The 520 Hz trap

This is the cleanest example of American guidance producing a wrong answer on an Ontario job.

Ontario Building Code 3.2.4.18.(6), verbatim:

Audible signal devices in sleeping rooms in a building of residential or care occupancy shall emit a low frequency signal.

The Code sets no frequency. Read the sentence again — "a low frequency signal" and nothing more. The only figure anywhere in the Building Code is in non-mandatory Appendix A:

A-3.2.4.18.(6) Low Frequency Signal. Audible signal devices that emit a low frequency signal in the range of 470 Hz to 570 Hz have been shown to be more effective in waking people.

Appendix A is explanatory material. It is not the requirement.

520 Hz appears nowhere in Ontario law. It is the NFPA 72 figure, and it happens to be the centre of the 470–570 Hz band the Ontario appendix mentions. A tech working from American guidance will write "520 Hz required" on a submittal. In Ontario it is neither required nor prohibited — the mandatory test is "low frequency", and the only Ontario-published band is advisory.

That distinction matters in both directions. Do not reject a device because it is not 520 Hz. Do not tell an owner that 520 Hz is a code requirement here. The rest of the audibility picture — sound levels, where they are measured, what the Code does specify in numbers — is in fire alarm audibility in Ontario.

The intelligibility trap: there is no CIS requirement in Ontario

The second example is stronger, because the number in circulation is not even in a Canadian appendix.

There is exactly one mention of NFPA 72 in all of Compendium Volume 2, and it is in the non-mandatory intelligibility note A-3.2.4.22.(1)(b). It is a pointer to further reading. It lists four documents:

IEC 60268-16, Sound System Equipment — Part 16: Objective Rating of Speech Intelligibility by Speech Transmission Index • ISO 7240-19, "Fire Detection and Alarm Systems — Part 19: Design, Installation, Commissioning and Service of Sound Systems for Emergency Purposes" • NEMA SB 50, "Emergency Communications Audio Intelligibility Applications Guide" • Annex D of NFPA 72, "National Fire Alarm and Signaling Code".

NFPA 72 is fourth on a list of suggested reading, in an appendix, alongside an IEC standard, an ISO standard and a NEMA guide. The same appendix note states that there is no absolute measure of intelligibility.

Then the search result that settles it: searching both Compendium volumes for "Common Intelligibility" and for "CIS" returns zero hits.

So the widely-repeated "0.70 CIS" figure traces back to NFPA 72 Annex D, which Ontario cites only as optional guidance in an appendix note. It is not an Ontario requirement. If a spec on your project calls for it, that is a contractual requirement the designer chose, and it should be treated as one — not quoted back to an inspector as code.

Where NFPA does real work in Canadian codes

Be careful with the conclusion here, because the sloppy version of this article says "NFPA doesn't apply in Canada" and that is plainly false.

NFPA documents are referenced extensively in Ontario's codes. The Building Code's NFPA rows include:

  • NFPA 13-2019 — sprinkler installation
  • NFPA 13D-2016 and 13R-2019 — residential sprinklers
  • NFPA 14-2013 — standpipe and hose systems
  • NFPA 20-2016 — fire pumps
  • NFPA 24-2013
  • NFPA 68-2013
  • NFPA 80-2013 — fire doors
  • NFPA 82-2014
  • NFPA 91-2015
  • NFPA 96-2014 — commercial cooking operations
  • NFPA 105-2013
  • NFPA 130-2023
  • NFPA 211-2019
  • NFPA 701-2023
  • and a row reading "NFPA | 2023 Publication | National Fire Codes | 6.2.1.1.(1)"

The Fire Code carries 39 NFPA rows, covering extinguishers, foam, sprinklers, flammable liquids, spray application, welding, ovens and more.

So the accurate statement is narrow and it is this: NFPA documents do serious work in Canadian codes for sprinklers, extinguishers, fire pumps, doors and process hazards. For fire alarm systems specifically, Canada uses CAN/ULC, and NFPA 72's role is reduced to one borrowed clause on strobe characteristics.

If you are running sprinkler work, NFPA 13 is your document and it is named in the code. If you are running fire alarm work, it is not.

Two documents that do not appear at all

NFPA 70 and NFPA 101 appear nowhere in the Ontario Building Code — zero hits across all 2,261 pages of both Compendium volumes.

That matters for wiring in particular. Ontario's electrical reference is CSA C22.1, the Canadian Electrical Code, not NFPA 70. An American design that specifies NEC article numbers for fire alarm circuits is citing a document Ontario does not adopt. The Canadian equivalent is CEC Section 32.

If someone hands you an American spec

A practical sequence, in order:

  1. Separate the physics from the jurisdiction. A design based on NFPA 72 is usually sound engineering. The problem is that its citations do not point at anything an Ontario inspector enforces.
  2. Re-cite everything to CAN/ULC. Installation clauses become S524. Verification becomes S537. Ongoing inspection and testing becomes S536.
  3. Strip the numbers that are not in Ontario law. 520 Hz and 0.70 CIS are the two that come up constantly. Neither is an Ontario requirement.
  4. Check the edition year, not just the designation. Ontario's tables name 2019 editions of S524, S537 and S536 even though newer editions are published. Publication is not adoption — see which edition applies.
  5. Keep the two NFPA references that are real. If the building has central station monitoring or a proprietary signalling system, Fire Code 6.3.1.2 genuinely does invoke NFPA 71 or NFPA 72 — and note who it makes responsible.
  6. Do not confuse the standard with the mark on the device. That is a separate question with a separate answer: ULC vs UL in Canada.

Does NFPA 72 apply in Canada?

In Ontario, only in a very narrow way. NFPA 72-2019 is a referenced document in both Ontario codes, but the Building Code invokes it in exactly four articles — 3.2.4.20.(17), 6.9.4.4.(3), 9.10.19.1.(2) and 9.10.19.3.(4) — and all four borrow the same subsection, 18.5.3, for the light, colour and pulse characteristics of the visual signalling component on smoke alarms and CO alarms. The Fire Code invokes it in exactly one sentence, 6.3.1.2.(5), for maintenance of a proprietary signalling system. No. Searching both volumes of the 2024 Building Code Compendium for 'Common Intelligibility' and for 'CIS' returns zero hits. Intelligibility is addressed in a non-mandatory appendix note, A-3.2.4.22.(1)(b), which states there is no absolute measure of intelligibility and points to four documents as further reading: IEC 60268-16, ISO 7240-19, NEMA SB 50, and Annex D of NFPA 72. The 0.70 figure traces to that NFPA 72 annex, which Ontario cites as optional guidance in an appendix, not as a requirement. If a project spec calls for a CIS score, treat it as a contractual requirement the designer chose.

Can I use an NFPA 72-based design on an Ontario job?

The engineering may be sound, but the citations will not line up with what an Ontario inspector enforces. Building Code 3.2.4.5 requires fire alarm systems to be installed in conformance with CAN/ULC-S524 and verified in conformance with CAN/ULC-S537; Fire Code 6.3.2.2.(1) requires inspection and testing to CAN/ULC-S536. A design should be re-cited to those documents, at the edition years named in Building Code Table 1.3.1.2 and Fire Code Table 1.2.1.A, and any figure that exists only in NFPA 72 — 520 Hz, a CIS score — should be identified as a design choice rather than a code requirement. Whether a specific submission is acceptable is a question for the authority having jurisdiction.

Why does the Ontario Fire Code cite NFPA 71, a standard from 1989?

We can report the fact but not the reason. Fire Code Table 1.2.1.A carries the row 'NFPA | 71-1989 | Standard for the Installation, Maintenance and Use of Signaling Systems for Central Station Service | 6.3.1.2.(2)', and that reference is still live as of the 1 January 2026 consolidation — a 37-year-old withdrawn standard. Article 6.3.1.2.(2) offers it as one of two options: the building owner must obtain written documentation that central station monitoring complies with either NFPA 71 or CAN/ULC-S561. CAN/ULC-S561 is the option in current publication. The code text does not explain why the older reference remains.

Does NFPA 70, the National Electrical Code, apply to fire alarm wiring in Ontario?

No. NFPA 70 and NFPA 101 appear nowhere in the Ontario Building Code — zero hits across all 2,261 pages of both Compendium volumes. Ontario's electrical reference is CSA C22.1, the Canadian Electrical Code, adopted provincially as the Ontario Electrical Safety Code. A design that cites NEC article numbers for fire alarm circuits is pointing at a document Ontario does not adopt; the Canadian counterpart for fire alarm circuit requirements is Section 32.
