Fire Alarm Work for Licensed Electricians: Where to Start
You already know how to install the system. What is usually missing is which document governs the task, which edition of it your province actually adopted, and whether the law names a qualification for the person doing it. Take those in order. First: S524 installs, S537 verifies, S536 inspects and tests, S1001 tests the integrations — and the code doing the requiring flips from the Building Code for new work to the Fire Code for a system in service. Second: the edition is the one your code's table designates, which is almost never the newest published. Third: Ontario names a qualification for annual inspection, interconnection testing, and repairs and alterations — and names none at all for verification. Everything technical sits downstream of those three answers.
Who this page is for. A licensed electrician who installs fire alarm systems and is tired of getting three answers to the same question. It routes you through the library in the order the questions actually arise on a job.

1. Which standard governs the task in front of you
Canada splits across four standards where American material uses one, and the code doing the requiring changes depending on whether the system is new or in service.

Three things fall out of that table.
The code column flips. New work is Building Code, building department, permits. A system already in service is Fire Code, Chief Fire Official. That single split explains most of the disagreements on site.
S524 appears twice — installation under the Building Code, repairs and alterations under the Fire Code. Same standard, two hooks, and in Ontario both land on the 2019 edition.
S536 appears nowhere in the Building Code. If someone tells you the Building Code requires annual testing, they are holding the wrong document.
S1001 has two scoping gates and both must be true: the system was installed on or after 1 January 2020, and the Building Code required it to be verified in conformance with S1001. Miss either and Section 6.10 does not reach the building.

2. Which code applies where you work
The standards are national documents. Which edition applies, which code adopts it, and who may do the work are all provincial questions, and the answers are not close to each other.
Ontario. The Building Code is O. Reg. 163/24, one page long, adopting NBC 2020 as amended by an Ontario Amendment Document the Ministry does not publish online. The free text you can actually read is the 2024 Building Code Compendium. The Fire Code is O. Reg. 213/07, free and complete on e-Laws. Where Ontario departs from NBC 2020 on fire alarms, the differences are catalogued clause by clause in where Ontario's fire alarm rules differ from the National Building Code.
Alberta. The qualification is written into the code itself, at National Fire Code – 2023 Alberta Edition, Division C, Article 2.2.4.3. Installation and additions are electrician-only. Verification is the gap: no mandatory Alberta provision states a qualification for performing an S537 verification, but on a building requiring professional involvement a registered professional must witness it and sign the Schedule C. British Columbia. No provincial law names a qualification. Construction Electrician is a compulsory trade under SkilledTradesBC and the Electrical Safety Regulation limits who may perform regulated electrical work, but on the fire alarm side the rules that name a designation are municipal — the City of Vancouver's Fire By-law requires an ASTTBC-registered RFPT. Quebec. Licenses contractors, not technicians. RBQ subcategory 13.2 is the fire alarm subcategory, but subcategory 16 — electrical contractor — already authorises that work in the regulation's own words. No provision names a qualification for the individual at the panel. See fire alarm work in Quebec.
Manitoba. Fire Code Division B Article 6.3.1.5 names the CFAA program in the regulation itself, for inspection, testing, alteration and maintenance — not installation, not verification — with an on-site supervision alternative. See fire alarm work in Manitoba.
Saskatchewan. No provincial rule names a qualification for any part of it. The constraints are the compulsory electrician trade, TSASK permitting, and licensed Building Officials on the inspection side. See fire alarm work in Saskatchewan.
Atlantic Canada. Newfoundland and Labrador is the outlier in the whole country: NLR 45/12 section 8(3) makes it an offence to perform maintenance, repair, inspection, testing or verification without the applicable licence. 3. The edition trap
CAN/ULC 524:2024 was published in December 2024. It appears in nobody's code table. Ontario designates S524:2019 and S537:2019 in the Building Code and S524-2019, S536-2019, S537-2019 and S1001-11 in the Fire Code. Buying the newest standard does not put the governing edition in your hands, and citing a standard with no edition year in a compliance document means nothing.
One official can move it: Ontario Fire Code Division B Article 1.2.1.3 lets the Chief Fire Official permit an earlier edition where compliance with the designated one is impractical. 4. The credential question
In Ontario, two separate requirements sit on the work. The electrical installation needs a 309A, because electrician is a compulsory trade. The Fire Code side is Division C, Subsection 1.2.1: a program or course acceptable to the Fire Marshal, required for annual tests and inspections, interconnection testing, and repairs, replacements and alterations. That is the whole list. Installation is not on it and neither is verification.
The regulation names no provider. The Fire Marshal's accepted list currently holds CFAA and ECAO Certi-Fire, and it is administrative — it can change without the regulation being amended.
If you already hold the licence, the exemption arithmetic is worth knowing: CFAA says a valid Canadian electrician's licence may exempt you from Courses 2, 3 and 4, never from 1 and 5. What is not here
No procedures, intervals, forms or pass criteria out of S524, S536, S537 or S1001. Those are paid publications and there is no legitimate free copy of any of them — access comes through your employer, a library subscription or purchase. The Canadian Electrical Code is the same situation: a paid CSA publication adopted provincially.
And no page here can tell you what your AHJ will accept. Where the regulation names nothing — verification being the loudest example — that is their call, and asking early is cheaper than arguing late.

Frequently asked questions
I am a licensed electrician. Can I verify a fire alarm system in Ontario?
Ontario names no qualification for it either way. Verification is required by Building Code Article 3.2.4.5.(2), which says nothing about who may perform it, and it is not on the Fire Code Division C, Article 1.2.1.1 list that triggers the Fire-Marshal-accepted-program requirement. That absence is not a licence to assume: the authority having jurisdiction, the specification and the owner can each impose a requirement the regulation does not, so the practical answer comes from asking the AHJ before the work is scheduled.
Does my Ontario credential travel to another province?
Not automatically. Alberta writes its own qualification into National Fire Code – 2023 Alberta Edition Division C Article 2.2.4.3. Manitoba names the CFAA program in its Fire Code. British Columbia and Saskatchewan name no provincial qualification at all, though Vancouver's Fire By-law names ASTTBC. Quebec licenses the contracting firm rather than the individual. Which edition of S524 should I be building to?
The one your code's table designates. Ontario's Building Code Table 1.3.1.2 designates S524:2019 and the Fire Code Table 1.2.1.A designates S524-2019, so both land on 2019. CAN/ULC 524:2024 was published in December 2024 and appears in no Canadian code table yet. In Ontario, the Chief Fire Official can permit an earlier edition under Fire Code Division B Article 1.2.1.3 where the designated edition is impractical, but nobody can unilaterally move you to a newer one.
Does the Building Code say who may install a fire alarm system?
No. Article 3.2.4.5.(1) requires installation in conformance with CAN/ULC-S524 and says nothing about the person. The constraint on the installer in Ontario comes from the electrical side — electrician is a compulsory trade, so a 309A is required for the electrical installation work — and from whatever the specification and the AHJ impose. The Fire Code's qualification rule applies to a different set of tasks: annual inspection and testing, interconnection testing, and repairs, replacements and alterations.
Is NFPA 72 ever relevant on a Canadian job?
In a very narrow way. Ontario's Building Code invokes NFPA 72 four times, all borrowing clause 18.5.3 for the light, colour and pulse characteristics of the visual signalling component on smoke alarms and carbon monoxide alarms; the Fire Code invokes it once, for maintenance of proprietary signalling systems. Installation, verification and inspection are S524, S537 and S536. Where American guidance misleads Canadian techs most predictably is 520 Hz and the 0.70 intelligibility score, neither of which is in Ontario's mandatory text.
Where can I read the governing code text for free?
The Ontario Fire Code, O. Reg. 213/07, is free and complete on e-Laws. O. Reg. 163/24 — the Building Code — is on e-Laws too and runs one page. The readable Building Code text is the 2024 Building Code Compendium from Publications Ontario at no cost, but it sits behind the Ontario Amendment Document actually in force, which is sent by email request only and is not published online. NBC 2020 is free from the NRC. The CAN/ULC standards and the Canadian Electrical Code are paid publications.

Who Can Legally Install, Verify and Test Fire Alarm Systems in Ontario?
Ontario law does name who may work on fire alarm systems — and most articles on this subject get it wrong. Under Division C, Subsection 1.2.1 of the Ontario Fire Code, anyone performing annual tests or inspections, or repairing, replacing or altering fire alarm system components, must have completed a program or course acceptable to the Fire Marshal. The regulation names no program itself; the Fire Marshal's published list currently holds two — the CFAA Fire Alarm Technician Training Program and the ECAO Certi-Fire program. Separately, the electrical installation work itself requires a 309A certificate, because electrician is a compulsory trade.
CAN/ULC-S524, S537, S536 and S1001: What Each Standard Actually Covers
Canada splits fire alarm work across four separate standards where the American system uses one. S524 governs installation. S537 governs verification — a one-time event that proves the install matches the design. S536 governs periodic inspection and testing, forever after. S1001 governs integrated testing, where the fire alarm has to talk to other building systems. Confusing verification with inspection is the most expensive mistake in Canadian fire alarm work, and it happens constantly.
